22 апреля 1947 Совет Министров в Секретном постановлении за №1255-331-сс принял решение приступить о
строительстве крупного морского порта в Обской губе в районе Мыса
Каменный и железной дороги от ст. Чум (южнее Воркуты) до порта.
Необходимость строительства железной дороги была вызвана двумя
причинами: экономической - освоение северных территории, богатых
полезными ископаемыми и военно-стратегической - защита Арктического
побережья. Идея строительства принадлежит самому Сталину: "Надо браться
за Север, с Севера Сибирь ничем не прикрыта, а политическая ситуация
очень опасная". Строительство было поручено вести Главному управлению
лагерного железнодорожного строительства (ГУЛЖДС), входившего в систему
ГУЛАГа. Основной рабочей силой были заключенные и ссыльные.
Вольнонаемные составляли незначительное число и занимали в основном
руководящие должности.
К концу 1948 г. была построена ветка Чум - Лабытнанги (поселок в устье
Оби) протяженностью 196 км. К этому же времени выяснилось, что в районе
мыса Каменного сооружение морского порта невозможно из-за
гидрогеологических особенностей. Однако от идеи создания заполярного
порта на трассе Севморпути не отказались. Было предложено перенести порт
в район Игарки (север Красноярского края), для чего требовалось
продолжить линию Чум - Лабытнанги на восток. Были созданы два управления
строительства: №501 с центром в Салехарде и №503 в Игарке (управления
имели номера, поскольку строительство было засекреченным). Строительство
железной дороги велось навстречу друг другу.
По архивным источникам приблизительное количество заключенных на всей
трассе Салехард - Игарка колeбaлось от 80 до 100 тысяч. Несмотря на
суровые природные условия: морозы под 50 градусов, болота, бездорожье,
гнус, дорога возводилась быстрыми темпами. К началу 1953 г. было
построено около 800 км из запроектированных 1482 км. На западном отрезке
полностью была построена ветка Чум - Салехард. От Салехарда до Надыма
было открыто рабочее движение. На центральном участке - от р.Большая
Хетта до р.Пур было уложено 150 км земляного полотна. На восточном
участке - от Ермаково до Янова Стана на р.Турухан - было открыто рабочее
движение. На реках Обь и Енисей действовала паромно-ледовая переправа.
Оставался недостроенным центральный участок стройки - между Пуром и
Тазом. В 1953 г. вскоре после смерти Сталина, правительством было
принято решение о консервации стройки и последующей ее ликвидации.
В отличие от других "великих строек коммунизма" Северная железная дорога
оказалось мертвой дорогой. На строительство было затрачено несколько
миллиардов рублей. На ее ликвидацию только в 1953 г. было потрачено 78
млн. р. (по ценам того времени). Но огромное количество материальных
ценностей так и не удалось вывезти (из-за удаленности от населенных
пунктов и отсутствия транспорта). Многое из оборудования, мебели, одежды
уничтожалось на глазах жителей ж.-д.поселков. Остались брошенные
паровозы, опустевшие бараки, километры колючей проволоки и тысячи
погибших заключенных-строителей, цена жизни которых не поддается никакой
бухгалтерии.
Сейчас ж.д. трасса Салехард - Игарка подобна зоне из кинофильма А.Тарковского
"Сталкер": вечная мерзлота искорежила рельсы, вздыбила мосты, размыла
